Annex A: Glossary

Clinical Commissioning Groups (CCG) – a CCG was an NHS organisation in England, made up mainly of GPs and other clinicians, responsible for planning and commissioning (buying) healthcare services for their local population. In 2022, these were replaced by Integrated Care Boards (ICBs).

Combined Intelligence for Population Health Action (CIPHA) – a population health analytics platform that brings together health and social care data to support planning, decision‑making, and service design and improvement in the NHS.

Commissioning Support Unit – an organisation that provides external support, specialist expertise, and administrative services to NHS commissioners (such as Integrated Care Boards).

Integrated Care Board (ICB) – a statutory NHS organisation in England responsible for planning, funding, and coordinating health services for a defined local population.

One Health and Care shared care record – confidential NHS shared care record designed to centralise patient information from various health and care organisations.

Primary Care Network (PCN) – a group of GP practices that work together with other local health and care providers to deliver coordinated, community‑based services to a defined population.

WELLBY (Wellbeing Adjusted Life Year) – equivalent to one person experiencing a one point improvement on a ten-point wellbeing scale for one year.
