Scottish Fuel Poverty Panel consultation response on the Pension Age Winter Heating Payment (PAWHP)

In October 2023 the Scottish Government launched a consultation on the Pension Age Winter Heating Payment (PAWHP), the proposed new Scottish benefit to replace the UK Government’s current Winter Fuel Payment scheme in winter 2024/25. It is the Scottish Fuel Poverty Advisory Panel’s view that delivering a progressive Scottish replacement for the Winter Fuel Payment can play an important part in meeting Scotland’s fuel poverty targets. The Panel’s response to the Scottish Government consultation, submitted on the 15th of January 2024, sets out how the Panel’s views on how the PAWHP can contribute to alleviating fuel poverty.
