The Scottish Fuel Poverty Advisory Panel - Annual Report 2024-2025

The Scottish Fuel Poverty Advisory Panel is pleased to publish its Annual Report for 2024-2025. We reflect on our delivery of our April 2024-March 2025 Workplan, including our key themes for the year - the fuel poverty funding landscape; the systematic impact of rural and remote fuel poverty; heat network models and what works for those in fuel poverty, and fuel poverty through a public health lens.

[4] RTS meters are not exclusive to rural areas, but data from Energy UK shows that rural areas do have a disproportionately higher percentage of RTS meters since they are much more likely than urban areas to be off the gas grid. The UK Government recently announced a revised approach to phasing the switch off of RTS.

[5] Although the Scottish Government set out its intention in Building The Best Future for Scotland for PAWHP to be a universal benefit similar to the previous incarnation of the WFP, following  the UK Government recent announcement that the Winter Fuel Payment will be reinstated this winter, the Scottish Government has now announced enhanced rates for PAWHP.
