The Scottish Fuel Poverty Advisory Panel is pleased to publish its Annual Report for 2024-2025. We reflect on our delivery of our April 2024-March 2025 Workplan, including our key themes for the year - the fuel poverty funding landscape; the systematic impact of rural and remote fuel poverty; heat network models and what works for those in fuel poverty, and fuel poverty through a public health lens.

Financial Summary

The Scottish Fuel Poverty Advisory Panel was allocated a budget of £280,000 by the Scottish Government for 2024-2025. The Panel’s budget is held by the Scottish Government and the Panel is not required to produce audited accounts.

The table below provides a summary of the money that was spent on behalf of the Panel between 1 April 2024 and 31 March 2025.

The Panel reported a 3.6% budget underspend this year. This was due to spending controls, the postponement of our visit to the Western Isles and fewer than expected Panel days worked.
